Scott Bolton

Scott Bolton

Managing Partner

Scott Bolton is an innovative and strategic leader with extensive experience in Human Resources, employee benefits, organizational leadership, and public-sector operations. A former Executive Director of Human Resources for Knox County Schools (KCS), Tennessee’s third-largest school district, Scott provided HR leadership for an organization serving nearly 60,000 students and approximately 9,000 employees.

During his tenure with KCS, Scott led significant initiatives focused on modernizing HR operations, strengthening employee relations, improving compensation and benefits, and positioning the district as an employer of choice. Under his HR leadership, KCS received national and local recognition as a leading employer, including recognition by Forbes and CityView magazine.

Today, Scott is the Owner of Simple Personnel Solutions, LLC, an HR and employee benefits consulting firm serving businesses, school systems, governmental entities, and other organizations. Through Simple Personnel Solutions, Scott provides strategic support in areas including HR consulting, employee relations, compliance, organizational development, compensation and benefits, and benefits administration.

Scott is also a founder of Benefits Horizon LLC, where he works with employers to develop innovative employee benefit strategies and solutions designed to improve the employee experience while supporting the financial and operational goals of organizations.

In addition, Scott serves as a Principal with iDistrictSYNC (iDS), a technology platform purpose-built for K–12 school districts. iDS connects HR, payroll, benefits, finance, student data, and other critical district systems through integrated technology, digital workflows, and automation. Drawing on his experience leading HR in one of Tennessee’s largest school systems, Scott brings a practitioner’s perspective to developing solutions that reduce administrative burden, improve efficiency, and help school districts better connect their people, processes, and technology.

Scott is also a Past President of the Tennessee Association of School Business Officials (TASBO) and was honored with the organization’s 2025 Distinguished Service Award. He remains committed to advancing the HR and school business professions and supporting school districts, local governments, and organizational leaders throughout Tennessee.

Across his professional endeavors, Scott brings a unique combination of HR leadership, employee benefits expertise, public-sector experience, technology innovation, and organizational strategy. His work is centered on simplifying complex challenges, building stronger organizations, and creating practical solutions that allow leaders to focus on what matters most — their people and the communities they serve.

Dean Holmes

Dean Holmes

Managing Partner

Dean Holmes is a nationally recognized insurance distribution executive with more than 25 years of experience leading sales strategy, broker partnerships, and market development across the employee benefits industry. He has built and scaled national distribution models, developed high-performing sales organizations, and driven profitable growth through strategic collaboration with underwriting, product, operations, and field leadership.

Most recently, Dean served as National Practice Leader for Aflac’s Public Sector business, helping lead sales distribution strategy for a $1 billion business unit while supporting more than $200 million in annual sales. Throughout his career at Aflac, he held national leadership positions overseeing public sector, union, broker, and large account initiatives, consistently delivering market expansion, innovative go-to-market strategies, and sustained revenue growth.

Dean holds the Chartered Life Underwriter (CLU) and Registered Health Underwriter (RHU) designations from The American College. He earned a Bachelor of Science in Risk Management and Insurance from Florida State University, is past president of the Raleigh chapter of the National Association of Health Underwriters, and is an active Rotarian. Dean is passionate about leadership, professional development, and helping organizations create innovative employee benefits solutions.

Alex Williams

Alex Williams

Managing Partner

Alex Williams is a seasoned employee benefits executive with nearly three decades of experience in sales, leadership, business development, and benefits consulting. Throughout his career, Alex has built a reputation for developing high-performing sales teams, cultivating strong broker and client relationships, and delivering innovative benefit solutions for employers of all sizes.

Alex has held key leadership and sales roles with respected organizations including Unum and Trustmark. His experience spans the voluntary benefits, worksite benefits, and benefits technology markets, giving him a deep understanding of both traditional and emerging strategies for enhancing employee benefit programs.

Over the course of his career, Alex has successfully placed some of the largest employer cases for multiple carriers, ranging from approximately 5,000 to more than 68,000 employee lives. During his nine-year tenure with Trustmark, he built and managed a block of employer business generating more than $45 million in annual premium — a reflection of his ability to develop markets, build lasting partnerships, and consistently drive growth.

Alex also served as a Regional Sales Director with MASA, where he applies his extensive worksite and voluntary benefits experience to emergency transportation protection solutions for employers and their employees.

In addition, Alex is a Principal with iDistrictSYNC (iDS), a technology platform purpose-built for K–12 school districts. iDS connects HR, payroll, benefits, finance, student data, and other critical district systems through integrated technology, digital workflows, and automation. In this role, Alex brings his extensive benefits, sales, and technology experience to helping school districts streamline operations, connect systems, and improve the employee and administrative experience.

Alex is also a Partner with Benefits Horizon LLC, where he works alongside employers and strategic partners to develop benefit solutions that improve employee value, strengthen benefit programs, and support long-term organizational success.

Across each of these roles, Alex brings a unique combination of employee benefits expertise, technology insight, relationship development, and proven sales leadership. His career has been defined by building strong partnerships, identifying innovative solutions, and helping organizations create more effective and sustainable benefit strategies.

Mike Ankrum

Mike Ankrum

Managing Partner

With over 33 years of dedicated experience in employee benefits, Mike has demonstrated exceptional leadership in helping employers evaluate, design, and manage benefit programs that meet the needs of both organizations and employees.

His expertise includes employer-paid benefits, voluntary employee-paid insurance programs, consumer-directed healthcare, alternate funding strategies, and health plan consulting.

Mike began his career in sales management with Principal Financial Group, a Fortune 275 insurance and financial services firm, where he managed both Tennessee and Kentucky. Since 2010, he has specialized in the public-school sector, consulting on benefit programs, supporting employee education, and helping employers understand the impact of healthcare reform, funding strategies, and risk considerations.

Mike has extensive experience with voluntary, non-medical insurance plans, including evaluating carrier offerings, coordinating enrollment strategy, improving employee communication, and helping employers provide meaningful benefit choices without increasing employer-paid costs. His broader background in medical, employer-paid, and overall benefits strategy allows him to support the health plan and total benefits program as needs arise.

Mike remains committed to staying at the forefront of industry trends and using that knowledge to help employers make informed, practical, and sustainable benefit decisions.

Business Development Manager

Jennifer Williams brings over 30 years of experience in the insurance industry, working with leading Fortune 500 carriers and respected brokerage firms. Her background spans sales, management, customer service, and operations improvement. She has also helped grow two startup insurance companies and successfully operated her own Medicare-focused agency.

Guided by her motto, “Education is key. I don’t sell — I educate and solve problems with solutions,” Jennifer is dedicated to helping clients make informed decisions and building lasting relationships.

Wendy Mobley

Wendy Mobley

Account Manager · Technology Specialist

Wendy Mobley was the former Agency Benefits Coordinator for 20 years with a large school district in East Tennessee. She was directly responsible for evaluating the employee benefit program to deliver the most comprehensive, competitive insurance plans to employees.

She developed and implemented the annual benefit education and enrollment strategies at renewal and new-hire orientation. Wendy managed the annual ACA filing for over 1,500 employees and is proficient with Skyward, Edison, Employee Navigator, BenefitsCONNECT, and Oracle Payroll/Benefit/HRIS platforms.
